Let X be a p-divisible group with constant Newton poly- gon over a normal Noetherian scheme S. We prove that there exists an isogeny X! Y such that Y admits a slope flltration. In case S is regular this was proved by N. Katz for dim S = 1 and by T. Zink for dim S‚ 1.

- The Newton stratification on deformations of local G-shtukas (2008, background): “We show that a local G-shtuka over a reduced complete local ring whose Newton polygon ν = νG is basic, that is central in G, is isogenous to a constant local G-shtuka (Proposition 8.1), which is an analog of a result of Oort and Zink, [OZ, Proposition 3.3].”
